You can enable/disable HTTP Compression function from your hosting control panel --> WEBSITES --> Find the target site and click "Manage Websites" --> Then turn On or Off button beside HTTP Compress.
However if you re-upload your web.config file to your site folder, you'll need to turn On/Off the function again.
